I firmly believe that the mission and goals and objectives must be agreed upon and/or known so that strategies will be expressed with a view of meeting identified objective and the collection of objectives that would meet an identified goal.

 

Let me give you an example that I often cite when people try to make themselves busy doing stuff.

 

Q #1. A Tico (Costa Rican citizen) was sleeping under a coconut tree.  A French tourist to Costa Rica , who also sat under the same coconut tree, asked the awakened Tico, instead of sleeping under the coconut tree why don't you collect and sell the coconuts and make money?

 

Q #2.  The Tico asked the tourist why he should do that?

 

A #1. The tourist replied so that you make money.

 

Q #3. The Tico asked, why should I make money?

 

A #2. The tourist answered so that you may own a business.

 

Q $4.  Why should I own a business?

 

A #3.  The tourist replied so that you make more money?

 

Q #4. The Tico asked, why should I make more money?

 

A #4.  The tourist replied so that you may come to Costa Rica and relax under a coconut tree.

 

It is extremely important to know the vision or mission of a project before embarking on it. Once the mission is known then we can talk about the goals-objectives strategies-tactics system that will make the vision a reality.

 

Hence:

1. I like to see a discussion on the mission.

 

2.  Then I like to see a discussion on goals that will meet the purpose of the mission?

 

3. I like to see a discussion on objectives to meet the identified goals.

 

4.  Then we can speak of strategies and subsequently tactics
